Before the acquisition, Mr. Fulford was president of  Andrews, Miller & Associates, Inc., responsible for all aspects of the firm. Mr. Fulford served as Chief on the Coastal Engineering Section of the U.S. Army Corps of Engineers Baltimore District for over 17 years.  During this period, he was involved in every navigation, harbor/port development and coastal engineering project in the District, covering virtually every technical, regulatory and environmental issue facing waterfront development in the Mid-Atlantic region.  In addition, he was instrumental in the development of the Corps of Engineers’ “ACES” (Automated Coastal Engineering System) a computer-based coastal engineering design system.

Mr. Mead has served Davis, Bowen, & Friedel, Inc. for 18 years.  He has more than 24 years of consulting experience in project management, design, and contract administration with special emphasis in site planning, landscape designs, stormwater management designs, erosion and sediment control plans, streetscape and parking lot designs, and environmental permit application preparation.  Prior to his consulting experience, Mr. Mead worked as a mining reclamation inspector.  His responsibilities included review and recommendations regarding permit applications and inspection of mining operations to assure compliance with environmental regulations.

Mr. Cullen joined Davis, Bowen & Friedel, Inc. in 2003, with over 20 years of experience in design of a wide variety of projects, including commercial, residential, and public works projects.  He has provided services for projects from the programming phase through construction documents, as well as assistance during the construction administration phase.

Mr. Hughes has nine years of civil engineering experience in transportation planning and traffic engineering.  His responsibilities at Davis, Bowen & Friedel, Inc., primarily include submitting or reviewing traffic impact studies (TIS), submitting signal warrant analysis, site entrance design, evaluating sites per adequate public facilities ordinances (APFO), and coordination for various traffic-related issues with DelDOT, Maryland SHA, Kent County (Delaware), and/or other local jurisdictions.

Mr. Kane, on board with the civil engineering department since 2002, has 13 years experience in water resources engineering, with a focus on stormwater management. Mr. Kane is also experienced in erosion and sediment control, site design of residential and commercial properties, municipal project review, and construction bond estimates. Some of Mr. Kane’s recent projects include, stormwater management design for a 178 acre Wal-Mart Distribution center site and a large scale storm drain upgrade for the City of Salisbury.

Mr. Loar has served Davis, Bowen, & Friedel, Inc. since 2004.  He has primarily provided water and wastewater engineering services to various clients in both Delaware and Maryland. These services have consisted of on-call engineering services, water and wastewater engineering studies, designs, treatment plant upgrades, project management, contract/construction administration, funding assistance and plan reviews.

When Mr. May began with the firm in 2003, he took over operational duties of the Surveying Department at the firm’s Milford, Delaware office. He has over 20 years experience in varied aspects of land surveying; extensive field experience, heavy-highway, boundary and management experience of multiple crews. His expertise lies in large subdivisions and major construction projects.

Mr. Rogers joined Davis, Bowen, & Friedel, Inc. in 1986.  He has 20 years of experience in architectural design and project coordination for building renovations, new building design, reroofing projects, and ADA upgrades.   He has worked extensively on open-end contracts for a governmental military facility, and open-end contracts for building renovations/minor capital improvements.

 

Edwin J. Tennefoss, P.E.

Mr. Tennefoss, on staff since 2000, has five years of construction experience and six years of engineering design experience. His engineering background includes site design, grading, sewer systems, stormwater management and water distribution design.  Mr. Tennefoss’ responsibilities include site work design of projects, including stormwater management, sediment and erosion control, site grading, obtaining necessary site permits, and coordinating with architects and engineers.  Mr. Tennefoss is also responsible for the design of sewer, water and pump stations for residential developments, as well as cost estimating and construction management.

Mr. Verbits has served Davis, Bowen, & Friedel, Inc. since 1996.  He has extensive experience in architectural design and project management of many building types.  His recent projects have included office buildings, schools, auditoriums, hotels, commercial, health care, institutional, recreational facilities, fire halls, and single‑family residential projects.  He has prepared designs, as well as technical documentation for both new construction and renovations on small and multimillion dollar projects.  Having worked in a fast track, design/build environment, Mr. Verbits is skilled at close team coordination to produce a quality project.

Mr. Welch joined Davis, Bowen, & Friedel, Inc. in 1984.  He has 23 years of experience in structural analysis and design of timber, steel, masonry, reinforced concrete and pre-stressed concrete construction, including multi-story buildings, footings, deep foundations, bulk heading and bridges.  His experience includes structural inspection and evaluations of existing buildings and bridges, preparation of reports and the design of structural systems for renovation projects.  Mr. Welch is a highly regarded structural engineer, particularly with respect to construction phase work and field directives.

Dr. Yucel joined Andrews, Miller & Associates in 1997.   Dr. Yucel has over four decades of teaching, research and practical engineering experience in the general area of civil engineering with special expertise civil site engineering, hydrology, hydraulics, storm water management, and coastal engineering, as well as relevant computer modeling, permitting, and the preparation of construction plans, cost estimates, specifications, as well as pertinent standards of civil engineering practice, procedures, and methodologies, and use of public and commercial computer software and development of specific in-house software in his areas of expertise.
